Who is the weird curly haired guy in the background of a lot of nickelodeon and disney shows?

i remembered him because i just saw transformers 3 yesterday and he was in the background during shia labeoufs interview with the job that he gets. he is the guy that is walking by very creepily. i've just noticed him quite a bit during the past years and have never been able to figure out who he is..please help!
