Can a greencard holder get a visa to travel to another country?

My husband is from Egypt. When he gets his greencard (our interview is next month), we want to go to Germany to visit my brother for a week or two. Question is, does my husband have to go back to Egypt to get a visa to travel to Germany (that's what he says), or can he get a visa in the U.S. to travel to Germany once he has his greencard?
